This paper argues that the concept of the civilian is a specific way of viewing non-combatants that can be traced to the First World War. Before the war, non-combatants were seen by the law and the prevailing culture as citizens. The citizen was potentially and probably aggressive, bound to the fate of his or her state and, therefore, granted only ...

The phase transition of supercritical CO2 induces the foaming of dense MXene film without compromise inherent structure of MXene nanosheet. The foamed porous MXene film manifests remarkable EMI shielding and infrared thermal camouflage performances. Moreover, the foaming strategy is broadly adaptable and can be extended to other two‐dimensional films ...

Modified MXene Aerogel With Broadband Microwave Absorption Inspired by Melanophila Acuminata Beetle
This work introduces a novel biomimetic strategy inspired by the infrared‐sensing sensilla of the Melanophila acuminata beetle. We have designed a multi‐level aerogel, featuring a three‐dimensional carbon framework decorated with synergistic CeO2 nanoparticles and Ti3C2Tx MXene nanosheets.

By altering surface chemical bonds to prolong relaxation time and shift absorption to lower frequencies, SiC/rare earth–sulfur (RE─S, RE = La, Ce, Pr, Sm, Gd, Er) materials achieve excellent low‐frequency electromagnetic wave absorption under extreme conditions, offering a new direction for designing high‐performance SiC‐based absorbers.

Conformal Reconfigurable Intelligent Surfaces: A Cylindrical Geometry Perspective
Cylindrical reconfigurable intelligent surfaces are explored for low‐complexity beam steering using one‐bit meta‐atoms. A multi‐level modeling approach, including optimization‐based synthesis, demonstrates that even minimal hardware can support directive scattering.

Rural Labor Supply and Economic Opportunities: Commuting, Migration, Tariffs, and Immigration
ABSTRACT Some rural counties remain dependent on agricultural or manufacturing jobs, but an increasing proportion have diversified economics. Rural counties also differ in their abilities to commute to an urban market characterized by higher wages and labor productivity.
