Congestion Costs and Congestion Pricing

1997
Pricing congested roads generally produces efficiency gains. Unless toll revenue is carefully distributed, however, road pricing would also make most drivers worse off, particularly those with low incomes. We analyze these potential income-distributional effects for the Twin Cities area by calculating network equilibria.

TCP congestion avoidance model with congestive loss

Proceedings. 2004 12th IEEE International Conference on Networks (ICON 2004) (IEEE Cat. No.04EX955), 2005
This paper presents a model for the TCP congestion avoidance algorithm in networks with only congestive loss. The model predicts the congestion window evolution, throughput and packet loss rate of sustained TCP flows. In other TCP models, packet loss is regarded as exogenous random process.

Edge router congestion control with congestion estimation

2004 43rd IEEE Conference on Decision and Control (CDC) (IEEE Cat. No.04CH37601), 2004
This paper deals with the problem of congestion control in a heterogeneous network scenario. Specifically, it introduces the concept of dynamic congestion estimation. The algorithm runs in the edge routers (ER) (the routers collecting the traffic between two different networks) with the aim of avoiding congestion in the network routers. ERs communicate

TCP Congestion Signatures

Proceedings of the Applied Networking Research Workshop, 2017
We develop and validate Internet path measurement techniques to distinguish congestion experienced when a flow self-induces congestion in the path from when a flow is affected by an already congested path. One application of this technique is for speed tests, when the user is affected by congestion either in the last mile or in an interconnect link ...

Congestion games revisited [PDF]

open access: possibleInternational Journal of Game Theory, 2007
The author considers several classes of strategic games with special restrictions which may be imposed on utilities, participation rules, or strategies of players and investigate their relations with attaining a Nash equilibrium after a finite number of steps and with potential games.

Securitizing congestion: The congestion call option

Transportation Research Part B: Methodological, 2008
Abstract We introduce the idea of a European-type congestion call option to value commuting to work along a given path for a given departure time selected by automobile drivers who are modeled as Cournot–Nash non-cooperative agents competing for limited roadway capacity when the alternative of telecommuting exists.
