Analyzing the Effects of Fiscal Decentralization on Interaction between Growth and Equitable Distribution of Fiscal Resources in Provinces of Iran (2001-2007) [PDF]
During recent decades, decentralization has been regarded in various societies as an instrument for making public sector policies more efficient, and its numerous advantages and disadvantages have been discussed.

What we talk about when we talk about decentralization? Insights from post-revolution Tunisia
This article explores the language of decentralization policies in post-revolution Tunisia. It argues that international financial institutions mobilize a particular language about decentralization to create new clients and reinvent themselves in a ...

ABSTRACT Current prostate cancer detection methods remain limited in non‐invasiveness and specificity, prompting interest in urinary biomarkers such as sarcosine. Here, we report a urine‐powered wearable platform for non‐invasive sarcosine detection as a proof‐of‐concept for decentralized early warning.

D$^2$: Decentralized Training over Decentralized Data
While training a machine learning model using multiple workers, each of which collects data from their own data sources, it would be most useful when the data collected from different workers can be {\em unique} and {\em different}. Ironically, recent analysis of decentralized parallel stochastic gradient descent (D-PSGD) relies on the assumption that ...

Decentralized aid and democracy
This paper uses a model of vote over public finances to show that when nongovernmental organisations deliver development aid, beneficiaries have incentives to reduce electoral support for state-led redistribution. As a result, NGOs can crowd out governmental spending, turning private aid into a negative externality for the poor who do not directly ...

We demonstrate how oxygen‐deficient ruthenium oxide (RuOx) nanoparticles confined within covalent organic framework achieve highly efficient nitrate‐to‐ammonia conversion. Strong interaction between RuOx nanoparticles and COF results in modified interfacial hydrogen‐bond water network and adsorption of nitrogenous intermediates.

Interacting Parallel Fluidic Hysterons
The parallel coupling of fluidic hysterons is introduced, establishing advanced functionalities in inflatable soft systems. A pressure–volume framework reveals how preset volumes Δv∗${\Delta }v^*$ tune nonlinear interactions between hysterons and actuation sequences without changing architecture. Experiments validate the predictions, opening new routes
