Decentralization and service delivery [PDF]

open access: yes
Dissatisfied with centralized approaches to delivering local public services, a large number of countries are decentralizing responsibility for these services to lower-level, locally elected governments. The results have been mixed.

Bionic Solar‐Powered Heavy Metal Trap for Eco‐Friendly Sludge Drying and Simultaneous Electricity Generation

open access: yesAdvanced Science, EarlyView.
Herein, we propose a solar‐powered heavy metal trap (SPHT) for sludge disposal. The indoor experiments demonstrated that the sludge water content decreased from 90 % to 31 %, coupled with a decrease in heavy metal content to 6 % at most. Furthermore, the designed SPHT generated an initial potential of 0.10 V, and monitoring this hydrovoltaic potential ...

THE DECENTRALIZATION METHOD AS A TOOL TO IMPLEMENT SOCIAL INITIATIVES OF CITIZENS IN MULTINATIONAL STATES

open access: yesBRICS Law Journal, 2017
In this article the decentralization process and decentralization method are reviewed. Decentralization is the process of redistributing or dispersing functions, powers, people or things away from a central location or authority.

Research Note on Decentralization and De-concentration Reforms in Cambodia [PDF]

open access: yes, 2016
2016-11Cambodia has started its decentralization reform since 2001. Interestingly and not like other countries, this nation began the decentralization at the lowest tier government and then expanded to the whole sub-national administrations (SNAs ...

A Portable and Dual‐Button Microneedle Device Enables Intelligent Multimodal Laser Sensing

open access: yesAdvanced Science, EarlyView.
A portable and dual‐button microneedle device enables rapid interstitial fluid sampling. Coupled with multimodal laser sensing and AI‐assisted data processing, the platform enables simultaneous molecular and elemental analysis for minimally invasive and multiplexed health assessment toward point‐of‐care diagnostics.

DECENTRALIZATION´S EFFECTS ON EDUCATIONAL OUTCOMES IN BOLIVIA AND COLOMBIA [PDF]

open access: yes
The effects of decentralization on public sector outputs is much debated but little agreed upon. This paper compares the remarkable case of Bolivia with the more complex case of Colombia to explore decentralization´s effects on public education outcomes.

Machine Learning‐Driven Prediction of Microplastic Aging Processes and Environmental Risk Assessment Across Multi‐Media Systems

open access: yesAdvanced Science, EarlyView.
This perspective proposes a cohesive machine learning strategy to decode microplastic aging. It advocates for Federated Learning to dismantle global data silos and introduces the TRACE framework (TRansport, Aging, Corona, Ecotoxicity). By integrating physics‐informed modeling with causal discovery, this approach bridges the laboratory‐field gap to ...

Interfacial Water Coordination on Ruthenium Oxide Nanoparticles Confined Within Covalent Organic Framework and Its Effect on Electrochemical Nitrate Reduction

open access: yesAdvanced Science, EarlyView.
We demonstrate how oxygen‐deficient ruthenium oxide (RuOx) nanoparticles confined within covalent organic framework achieve highly efficient nitrate‐to‐ammonia conversion. Strong interaction between RuOx nanoparticles and COF results in modified interfacial hydrogen‐bond water network and adsorption of nitrogenous intermediates.

From Materials to Systems: Challenges and Solutions for Fast‐Charge/Discharge Na‐Ion Batteries

open access: yesAdvanced Energy Materials, EarlyView.
This review systematically analyzes the key characteristics limiting the fast‐charge/discharge capability of Na‐ion batteries (SIBs) from a multi‐scale perspective encompassing electrode materials, the electrode‐electrolyte interface, and the system. Furthermore, it presents practical solution strategies for the fundamental issues arising at each scale,
