Ruling favelas - the relationship between state, drug trafficking and favelas in Rio de Janeiro. Through the deployment of Michel Foucault’s concept of governmentality, this paper sets out to discuss the question of how irregular settlements (favelas) in Rio de Janeiro are governed by complex and intertwined relationships of different actors.
