The net Laplacian matrix of $\Gamma$ is defined as $L^{\pm}(\Gamma) = D^{\pm}(\Gamma) - A(\Gamma)$, where $D^{\pm}(\Gamma)$ and $A(\Gamma)$ are the diagonal matrix of net-degrees and the adjacency matrix of $\Gamma$, respectively.
