Efficient rate control for intra-only coding in high efficiency video coding
2013 Ninth International Conference on Natural Computation (ICNC), 2013In this paper, a unified rate-quantization (R-Q) model is proposed for intra coding frame in High Efficiency Video Coding (HEVC). The adaptive rate control (RC) for intra-only coding temporal structure is developed based on the unified rate estimation model.
