In May, 1927, with the assistance of the United States Bureau of Education, the writer sent out a questionnaire containing twentyfour questions dealing with student councils in high schools. The questionnaire was sent to 250 representative high schools in all the states and in the District of Columbia. Replies were received from 179 schools.
