Topics as Outcomes: Modeling the Influence of Intergovernmental Grants on Policy Diffusion
Policy Studies Journal, EarlyView.ABSTRACT Intergovernmental grants stimulate the diffusion of policy reforms, as the federal government provides states with a financial incentive to adopt policies aligned with federal priorities. Less is known about the extent to which these grants also stimulate horizontal diffusion across states.

Regulation &Governance, EarlyView.ABSTRACT We perform bibliometric analysis on documents for 255 Regulatory Impact Analyzes (RIAs) prepared by the US Environmental Protection Agency (EPA) from 1980 through 2024. Using a series of automated information extraction methods, we extract references from these documents and match them to bibliographic records.
