Public Administration Review, EarlyView.ABSTRACT President Trump altered the U.S. federal civil service system by reducing merit‐based protections for bureaucratic expertise and expanding the scope of political appointments, shifting the balance long established under the Pendleton Act of 1883. On the Naturalistic Grounds of Grounding
Ratio, EarlyView.ABSTRACT This paper examines whether grounding can be naturalized. We adopt a tripartite framework—Ocat (scientific catalogue of existents), Otyp (ontological types), and metaphysics (natures/modal profiles)—and show that classifying as such the relata of putative grounding claims forces a dilemma.
