The Constitution enables the appointment of the Finance Commission every 5 years by the President of India to recommend devolution of Union taxes and grants in aid to the States to offset vertical and horizontal imbalances. This paper will examine a variety of models in which the affected governments modify their behavior in response to spillover benefits.
