1997The Constitution enables the appointment of the Finance Commission every 5 years by the President of India to recommend devolution of Union taxes and grants in aid to the States to offset vertical and horizontal imbalances. The Commission has the mandate to recommend measures to supplement the resources of local bodies as well.

, 1972 This paper will examine a variety of models in which the affected governments modify their behavior in response to spillover benefits. Initiallly, governments will adjust to the 'income effects' of benefit spill-ins, but it will be shown that intergovernmental compensation will generally be required in order to achieve Pareto optimality.
