Interstellar Scattering and Scintillation of Radio Waves

A review is presented of interstellar scattering and scintillation observations in the light of modern theory for extended, spatially homogeneous, power law inhomogenieties. Formulas are presented for the experimentally observable quantities and are compared with data. A general discussion of the model is given. (GHT)
