Canadian Public Administration, EarlyView.Abstract This article argues that policy learning is essential for effective innovation policy. The ability to learn from past experiments in a reflexive fashion is a prerequisite for effective policy design. The article responds to the call for more applied research to compliment the theoretical framing of policy learning in the literature.

International Economic Review, EarlyView.ABSTRACT Motivated by the substantial growth and upfront investments of venture capital (VC)‐backed firms observed in administrative US Census data, this study develops a life‐cycle firm dynamics model. In the model, startups choose the source of financing from VC, angel investors, or banks, depending on their growth potential, and invest in innovation.
