Abstract Why do some informal neighborhoods receive public investment while others are neglected or evicted? This article addresses the inconsistent governmental responses to informal settlements in Jakarta, Indonesia, during the democratic period. The mutualism between Tapinoma ibericum ants and Aphis gossypii disrupts the biological control exerted by Aphidius colemani in greenhouse peppers. Ant exclusion increased parasitism and the presence of most natural enemies, although Aphidoletes aphidimyza was more abundant with ants.
