The Perils of Proportional Representation for Ethnic Minorities

Abstract Two arguments about ethnic minorities run through the debate over replacing first past the post. One promises that proportional representation would represent minorities better; the other worries that it would empower the parties they have most reason to fear. This article argues that the promise is unreliable and the worry real.

The National Database and Registration Authority (NADRA) manages Pakistan's biometric‐based national identity database, one of the largest identification systems of its kind in the world. This article examines bureaucratic practices used during identity registration to record ‘vital events’ in the lives of citizens: birth, marriage, divorce, and death.

Cutting freedom down to size Liberté calibrée

Freedom, as a concept and a value, presents limited prospects for anthropological comparison. The study of enslavement, much neglected in attempts to develop an anthropology of freedom, shows that freedom has been imagined by the enslaved as the opposite of their condition only under particular circumstances.
