Measurement is crucial to evaluation. Without appropriate measures we cannot assess the effectiveness of policy. In this paper, we address a number of conceptual issues linked to the construction and validation of appropriate measures that are useful for evaluation.

Performance Measures and Evaluation
2013This chapter provides two sections. The first section introduces our performance evaluation methodology. The second section is separated into three subsections, which are frame-based detection measures, measures based on object matching criteria, and object tracking-based measures, respectively.

Pavement Roughness Measurement and Evaluation
1971Vertical accelerations of a passenger in an automobile are automatically summed while traveling a section of road at 51.5 mph. A roughness index is obtained by summing the accelerations and dividing by the time elapsed during the test. The index is subjectively related to the riding quality of pavements.

Noise measurement and evaluation
Proceedings of the Institution of Electrical Engineers, 1976This review outlines the history of noise measurement in the ‘pre-electronic’ era, and then goes on to describe current practice. The first five Sections are devoted to the ‘engineering’ aspects of the subject, i.e. the methods used to make physical measurements of noise parameters viewed as a series of pressure fluctuations in the air.

Performance Measurement and Evaluation
Journal of the Operational Research Society, 1996Increasingly, managers are assuming direct responsibility for the assessment of organizational performance, as well as contributing to that performance itself. This book provides an invaluable theoretical and practical guide to the issues involved in the measurement and assessment of organizational performance.

Performance and Evaluation Measures
2020Performance and evaluation measures for clustering algorithms are described in this chapter. We discuss various evaluation measures in order to judge the quality of clustering solutions obtained by clustering algorithms. These measures include cluster validity indices, silhouette coefficients and plots, purity, and others.
