Lessons on State and Local Income Taxes From the Twenty‐First Century and Challenges for the Future

open access: yesPublic Budgeting &Finance, EarlyView.
Abstract I survey recent research on subnational income tax policy, arguing that a defining feature is geography. Geographic boundaries limit the power of subnational governments to tax people and activities. The article discusses where income should be taxed and the effects of these tax rules on the interjurisdictional mobility of people and jobs.

Resilience as a Fiscal Input: County Financial Condition in an Open Systems Framework

open access: yesPublic Budgeting &Finance, EarlyView.
Abstract This study explores how community resilience shapes local fiscal health by integrating the Baseline Resilience Indicators for Communities (BRIC) into an open‐systems framework of public finance. Using financial data from U.S. counties for fiscal years 2016 and 2021, we examined whether the six BRIC domains explain variation in operating ...

Groundwater Representation in Water Resource Planning: The Spatial and Temporal Sensitivity of Groundwater Supplies in England

open access: yesWater and Environment Journal, EarlyView.
ABSTRACT Groundwater makes an important contribution to public water supplies, yet the dynamics of groundwater availability are often simplified in large‐scale water resource assessments. This study addresses that challenge on a national scale in England by integrating an empirically based groundwater supply model with a national‐scale water resource ...

Multiple ortho‐mosaicking software pipelines produce comparable imagery‐derived wheat phenotypes

open access: yesThe Plant Phenome Journal, Volume 9, Issue 1, December 2026.
Abstract Unmanned aerial systems (UAS) equipped with multispectral and RGB sensors offer valuable data for monitoring crop health and assessing disease severity. However, the wide range of available photogrammetric software complicates software selection for high‐throughput plant phenotyping.

Multiobjective Optimisation for Others: How Anchoring Effects Change Based on Who Guides the Interaction

open access: yesJournal of Multi-Criteria Decision Analysis, Volume 33, Issue 2, August 2026.
ABSTRACT It is common in many real‐world scenarios for decisions to be made on behalf of others. However, Multicriteria Decision Aiding methods often implicitly assume that the person whose preferences operate the methods, known as the decision‐maker, is the source of those preferences.

Signal and Contrast Optimization With Predicted Excitations (SCOPE) for Accelerating Large FOV Body Imaging at UHF

open access: yesMagnetic Resonance in Medicine, Volume 96, Issue 2, Page 635-649, August 2026.
ABSTRACT Purpose Large FOV turbo‐spin‐echo (TSE) imaging at ultra‐high field (UHF) remains challenging due to B1+ inhomogeneity and peak specific absorption rate (pSAR) limitations. This work presents a new time‐interleaved acquisition of modes (TIAMO) framework called SCOPE (Signal and Contrast Optimization with Predicted Excitations), which overcomes

Accelerating Perovskite Solar Cell Development Through High‐Throughput Technologies: Computational Simulation, Automated Experimentation, and Intelligent Integration

open access: yesBattery Energy, Volume 5, Issue 4, July 2026.
Moving beyond traditional trial‐and‐error, this review explores how integrating high‐throughput computational simulations, automated experimentation, and machine learning significantly accelerates perovskite solar cell development. By establishing intelligent, closed‐loop workflows, these synergistic technologies pave the way for fully autonomous ...

Toward Using Equation Discovery to Generate Parameterizations of Biogeochemical Processes

open access: yesGeophysical Research Letters, Volume 53, Issue 12, 28 June 2026.
Abstract Equation discovery methods, such as symbolic regression, show great promise to generate parameterizations of biogeochemical processes in an objective data‐driven manner, yet remain untested in ocean biogeochemistry. Here, we apply symbolic regression to a state‐of‐the‐art ocean biogeochemical model, using it as a surrogate data set to ...
