Conditional Political Budget Cycles

This Paper uses a large new panel data set to examine the relationship between elections and fiscal policy. We find clear evidence of political business cycles in macroeconomic policy: spending increases before elections while revenues fall, leading to a larger deficit in election years.

The literature on political budget cycles, i.e. fluctuations in the budget balance during elections, largely assumes governments to be unitary actors. However, in many political systems, political parties share governing responsibility in a coalition. This article examines the intra-coalition dynamics that underlie budget negotiations.

Political Budget Cycles in Latin America

Public Finance Review
This study examines the relationship between elections and fiscal policies in Latin America during 2004–2019. We find that fiscal balance deteriorates and government expenditure increases during election years, confirming the existence of political budget cycles.
