Power Budgeting Techniques for Data Centers
IEEE Transactions on Computers, 2015The development of cloud computing and data science result in rapid increases of number and scale of data centers. Because of cost and sustainability concerns, energy efficiency has been a major goal for data center architects. Focusing on reducing the cooling power and making full use of available computing power, power budgeting is an increasingly ...

Thermal-sustainable power budgeting for dynamic threading
2014 51st ACM/EDAC/IEEE Design Automation Conference (DAC), 2014As technology scales, thermal management for multi-core architectures becomes a critical challenge due to increased power density and higher integration density. Existing power budgeting techniques focus on maximizing performance under a given power budget by optimizing the core dynamics.

Power and Positionality in Participatory Budgeting
American Behavioral Scientist, 2022There have been few analyses that discuss how power relations present in participatory budgeting (PB) may hinder or facilitate the future of PB. Drawing from PB examples in the United States we discuss the importance of power and positionality analyses during PB stages with the most deliberative participation for community members: forming steering ...

Power Control with Power Budget for Uplink Transmission in Heterogeneous Networks
2017 IEEE 86th Vehicular Technology Conference (VTC-Fall), 2017An algorithm of power control in two-tier heterogeneous networks is proposed in this paper. We consider femtocell base stations (FBSs) dense deployment in the macrocell base station (MBS) coverage, the MBS dynamically estimates total uplink interference of femtocell user equipments (FUEs).

Power-oriented delay budgeting for combinational circuits
2006 IEEE International Symposium on Circuits and Systems, 2006In this paper we propose an approach of providing the best power-delay tradeoff for combinational circuits. This is done by so-called power-oriented delay budgeting which is to combine the delay-budgeting technique with aggressive power optimization. We discuss the impacts that both discrete cell library and circuit topology may have on the potential ...

When reconsidering our behavior in a conflict situation, we take into account all the parallel conflicts we face in various arenas. This reconsideration allows us to safeguard and maximize our gains from the full range of our relationships, rather than from a single field.

The Power and Politics of Marketing Budgeting
Management Research News, 1986The power of the marketing department and its political control of the budgeting process relative to the power and political behaviour of other departments can be used to predict budget size. Previous literature on marketing budgeting has focused on technique rather than the task environment.

Abstract This chapter is structured as follows. It first deals with the constitutional principles shaping the EU budget, examining whether the principles of fiscal federalism are amongst them. Secondly, it analyses the EU expenditures, considering how their composition has evolved over time and how the interinstitutional balance on the ...

Power estimation and thermal budgeting methodology for FPGAs
Proceedings of the IEEE 2004 Custom Integrated Circuits Conference (IEEE Cat. No.04CH37571), 2004The method used for power estimation and thermal budgeting on an FPGA product line, fabricated using 90 nm technology, is described in this paper. It addresses the reasons why state-of-the-art processes create power concerns on FPGAs, and describes methodologies that provide more relevant power and junction temperature estimations.

Scalable probabilistic power budgeting for many-cores
Design, Automation & Test in Europe Conference & Exhibition (DATE), 2017, 2017Many-core processors exhibit hundreds to thousands of cores, which can execute lots of multi-threaded tasks in parallel. Restrictive power dissipation capacity of a many-core prevents all its executing tasks from operating at their peak performance together.
