Local Triviality of Proper Ga Actions

This paper investigates regular actions of the additive group of complex numbers on complex surfaces and affine spaces. The authors prove that a proper action on an affine surface admits a geometric quotient which is an affine curve, and a proper action on a normal quasi-affine surface is equivariantly trivial.
