Journal of Political Economy, 1976Reactions to employment quotas are seldom mild. Protagonists argue that they create incentives for minority-majority convergence in skill distributions. In their view, quotas, unlike simple transfers, promote income equality via equality of worker productivities.

세계사적 맥락에서 여성주의는 1970년대를 거치면서 생물학적 ‘섹스(sex)’에 대한 문제의식에서 사회·문화적 ‘젠더(gender)’에 대한 문제의식―양자의 교차가능성에도 불구하고―으로 전환·확대되는 과정을 거친다. 그러나 한국사회에서 이러한 문제의식은 1980년대 말 민주화를 경험하면서 거의 동시대적으로 논의·수용되며, 게다가 관련 정책들 역시 충분한 논의를 생략한 채 정부 방침에 따라 목적론적으로 채택된다. 그런 이유로 자칫 상충될 수도 있는 두 문제의식이 혼융될 뿐만 아니라 양자 사이의 모호한 중층결정이 관련 정책을 지배하기도 한다.
