세계사적 맥락에서 여성주의는 1970년대를 거치면서 생물학적 ‘섹스(sex)’에 대한 문제의식에서 사회·문화적 ‘젠더(gender)’에 대한 문제의식―양자의 교차가능성에도 불구하고―으로 전환·확대되는 과정을 거친다. 그러나 한국사회에서 이러한 문제의식은 1980년대 말 민주화를 경험하면서 거의 동시대적으로 논의·수용되며, 게다가 관련 정책들 역시 충분한 논의를 생략한 채 정부 방침에 따라 목적론적으로 채택된다. 그런 이유로 자칫 상충될 수도 있는 두 문제의식이 혼융될 뿐만 아니라 양자 사이의 모호한 중층결정이 관련 정책을 지배하기도 한다.
