Mobility Management for the Low‐Altitude Economy: Latency‐Aware Handover Design
This paper develops a latency‐aware mobility‐management framework for aerial vehicles operating in hybrid terrestrial non‐terrestrial networks. We formulate a MILP for optimal AV AP association and propose a greedy handover policy using predicted coverage, rate and handover latency.
