A degenerate rearrangement \(\rho\) redefines the edge set, while preserving the vertices, to give a new graph \(\Gamma'=(V,E')\) isomorphic to \(\Gamma=(V,E)\). We can recover \(\Gamma\) from \(\Gamma'\) by applying a permutation \(\pi\) on \(V\) which takes \(E'\) to \(E\).
