The author considers the stages of formation of this market sector and peculiarities of its functioning in the region. Diphtheria incidence in the Republic of Tatarstan
From 1950 to 1959 in the Republic of Tatarstan, from 1300 to 2000 people suffered from diphtheria annually, the annual number of deaths ranged from 50 to 120 children. Mass immunization of children, which began in 1955-1957, contributed to a decrease in the incidence by 1960 (16.4 per 100 thousand population).

On the vast territory of the Republic of Tatarstan, 4 large rivers of the European part of Russia flow: Volga, Kama, Belaya, Vyatka with their numerous tributaries.
