Public Administration Review, 1979
Revenue sharing has become an accepted feature of the American fiscal scene. However, it is not at all clear that decisions concerning the allocation of revenue sharing funds among competing uses are notably different than they would have been under a system that imposed greater constraints on states and localities in the spending of the funds.

Abstract No health system in the world can provide all patients with the best possible care. Nevertheless, different countries spend different proportions of their gross domestic expenditure on health care – the UK spends 6.9%, Italy 7.6%, France 9.6%, Germany 10.5% and the USA 14.2%.
