The article presents analyses of the main causes of the increase in the number of social orphans in Kyrgyzstan. Based on the materials of a sociological research, conducted by the initiative of the Ministry of Social Development of the Kyrgyz Republic in 2016, it was revealed that 99.5% of social orphans live in orphanages.

We consider the problem of repeatedly choosing policies to maximize social welfare. Welfare is a weighted sum of private utility and public revenue. Earlier outcomes inform later policies. Utility is not observed, but indirectly inferred. Response functions are learned through experimentation.
