Compliance in Regulatory Gray Areas: The Case of the Organic Seed Standard

ABSTRACT Adaptive regulations, designed to balance flexibility with accountability, can embed provisions that unintentionally leave room for firms to shirk on their responsibilities by exploiting flexibility.
