Since 2004, rescue conventions have required States to provide aid and assistance to anyone found in distress at sea and to cooperate so that people rescued at sea are delivered to a place of safety. But what is a place of safety? Is the admission of migrants to a place of safety mandatory for States? These issues are fraught with uncertainty.
