Međunarodna pomorska organizacija (IMO) još je 1978. putem STCW konvencije uvela standarde obrazovanja pomoraca na globalnoj razini, kako bi omogućila potpunu mobilnost radne snage u pomorskoj industriji. Na taj su način uvedeni minimalni sadržaji i trajanje za pojedine obrazovne razine i ukinuta potreba za priznavanjem inozemnih kvalifikacija.
