There is growing concern about the impact of wastewater discharges from combined sewer overflows (CSOs) on the quality of surface waters and their vulnerability to a wetter and stormier climate. An Innovative Storm Sewer Design in an Urban Environment
World Environmental and Water Resources Congress 2008, 2008New York State Department of Conservation (NYSDEC) issued a CSO (Combined Sewer Overflows) Abatement Consent Order to New York City Department of Environmental Protection (NYCDEP) to reduce the CSO into Thurston Basin, a tributary of Jamaica Bay. The CSO could only be reduced by separating the flows from the existing Combined District.

Hydraulic Analysis of Surcharged Storm Sewer Systems
1983Abstract: Surcharge in a storm sewer system is the condition in which an entire sewer section is submerged and the pipe is flowing full under pressure. Flow in a surcharged storm sewer is essentially slowly varying unsteady pipe flow and methods for analyzing this type of flow are investigated.
