2018This chapter describes plurality advocates’ arguments against runoff and reports the cross-national evidence for and against them. Plurality advocates’ concerns about outsiders and voter fatigue were not borne out. However, runoff advocates’ concerns about legitimacy deficits and ideological extremes under plurality were warranted.
