Electrical fieldstrength and the field distribution determine the behaviour. If the field gets disturbed the insulation properties decrease significantly. Conducting particles lead to local field enhancement.

Surface charge accumulation and decay on directfluorinated oil-impregnated paper

However, the accumulated surface charge on the paper would accelerate the degradation of insulation system and may lead to surface flashover.

Effects of Fluorination on Surface Charge Accumulation and Decay of Polyimide Film
Japanese Journal of Applied Physics, 2013In this paper, we present a study aimed at clarifying the effects of fluorination time on surface charge accumulation and decay behaviors of fluorinated polyimide films. The samples were surface-fluorinated in a laboratory vessel at about 328 K using a F2/N2mixture with 20% F2by volume at 0.05 MPa for 15, 30, 45, and 60 min.
