2006 IEEE Power Engineering Society General Meeting, 2006The reliability unit commitment (RUC) process produces physically secure schedules. The RUC schedule reflects the RTO's responsibility to maintain physical system security. It is also important that, in creating the RUC schedule, the RTO should minimize any undue interference to market performance caused by market participant behaviors.
