2019 American Control Conference (ACC), 2019 We show by a counterexample that the asymptotic stability of a system with a pointwise periodic time-varying delay cannot be deduced from the average value of the delay. We use this counterexample to motivate our new representation of systems with time-varying delays, which we use to develop a new state feedback stabilization method.

Stability of a time-varying fishing model with delay
