This paper presents a model of the TCP Vegas congestion control mechanism as a distributed optimization algorithm. Doing so has three important benefits. First, it helps us gain a fundamental understanding of why TCP Vegas works, and an appreciation of its limitations.

ISOPHOT Observations of Vega and Vega-Like Stars
Astrophysics and Space Science, 1997Detailed ISOPHOT observations of the far infrared excess of α Lyrae (Vega) are presented. The data comprise photometry in the range 25µm to 200µm and high resolution 60µm scan data to compare with 60µm and 90µm oversampled maps. The dust disk around Vega is clearly resolved.
