An abstract Witt ring \((R,G,q)\) is said to be \(k\)-regular if for all \(x \in G\), \(x \neq 1\), the value sets of binary forms satisfy \(|D(1,-x)|= k\). The existence of \(k\)-regular Witt rings is known only for \(k = 2, g/2, g\), where \(g = |G|\). A Witt ring with \(2 < k < g/2\) is said to be exceptional.
