VESTNIK ADVANCED TRAINING INSTITUTE OF THE MIA OF RUSSIAThe article considers such a phenomenon as an «administrative offense», reveals its signs, characterizes such a sign as a public danger, and formulates proposals for its normative consolidation. The authors note that the only basis for administrative responsibility is precisely an administrative offense.
