Previous experimental tests indicate that most of pier walls experienced post‐yield lap splice failure, necessitating a modeling approach that captures not only lap splice strength but also deformation capacity.

Cr‐alloyed quenched and tempered prestressing steel wires were found to be as highly susceptible as non‐Cr‐alloyed ones. This finding is in contrast to the known literature.
