When, What, and Why do States Choose to Delegate? [PDF]
Koremenos demonstrates that international delegation is an important and nontrivial empirical phenomenon. Using an extensive data set created from the United Nations Treaty Series, she finds that almost half of all international agreements involve ...

Emergent Spin‐Glass Behavior in an Iron(II)‐Based Metal–Organic Framework Glass
A one‐pot, solvent‐free synthesis yields an Fe2+‐based metal‐organic framework (MOF) glass featuring a continuous random network structure. The material exhibits spin‐glass freezing at 14 K, driven by topological‐disorder and short‐range magnetic frustration, showcasing the potential of MOF glasses as a plattform for cooperative magnetic phenomena in ...

Coding and System Design for Quantize-Map-and-Forward Relaying
In this paper we develop a low-complexity coding scheme and system design framework for the half duplex relay channel based on the Quantize-Map-and-Forward (QMF) relay- ing scheme. The proposed framework allows linear complexity operations at all network

Speckle‐Engineered Upconversion Amplification in Nanoemulsion‐Templated Hydrogel Microdomes
Nanoemulsion‐confined PEGDA microdomes generate speckle‐like excitation fields that strongly amplify upconversion luminescence upon dehydration, enabling filter‐free visible readout with reversible on–off switching. DMD‐based lithography yields scalable, shape‐programmable arrays for moisture‐responsive displays and optical encryption.

—Successive-relaying-aided (SR) cooperative multi-carrier (MC) space–time shift keying (STSK) is proposed for frequency-selective channels. We invoke SR to mitigate the typical 50% throughput loss of conventional half-duplex relaying schemes and MC code ...

Spatially Modulated Morphotropic Phase Boundaries in a Compressively Strained Multiferroic Thin Film
ABSTRACT The coexisting rhombohedral‐like (R′, MA) and tetragonal‐like (T′, MC) monoclinic phases in compressively strained bismuth ferrite thin films exhibit exceptional piezoelectric and magnetic properties. While previous studies have largely focused on probing the morphotropic phase boundaries (MPBs) comprising ordered R′/T′ twins, their self ...

Unlocking Photodetection Mode Switching from a Simple Lateral Design
A simple lateral 2D perovskite photodetector capable of switching among transient, continuous, and dual transient/continuous photoresponse modes is achieved by integrating photoconductive effects with capacitive coupling from the SiO2/Si substrate. Such light‐programmable photodetection mode switching enables triple‐channel information transmission and
