This paper proposes a mechanism for using the Dublin Core for search and retrieval in Z39.50. Consensus agreement on this proposal is needed from the Z39.50 Implementors Group and from the Dublin Core community. This paper is not a tutorial on Z39.50. A minimal understanding of Z39.50 is necessary to understand the details of this discussion.

The Dublin Core Metadata Standard was conceived illegitimately, had a troubled life, and has finally met its demise. Developed as a tool for online resource discovery, the standard waned after the arrival of Google. Because its fields were designed with a lack of specificity, Dublin Core suffered from nonstandard data elements and poor interoperability.

Dublin Core use in libraries: a survey
OCLC Systems & Services: International digital library perspectives, 2002An e‐mail survey was conducted by the Dublin Core Libraries Working Group to collect examples of Dublin Core use in libraries, and to provide input for the development of a Dublin Core application profile for libraries. A total of 29 responses were received from nine countries, describing 33 separate implementations of Dublin Core.
