Abstract A review of the plan for a phi-factory of luminosity 1–4 × 1033/cm2/sec is approved for construction at the Institute of Nuclear Physics in Novosibirsk, USSR. A brief review of the relevant physics is given, with emphasis on CP-violation phenomena, but some discussion of rare decays of the Φ, η, and η′, as well as of kaons.
