Fiscal Rules: Theoretical Issues and Historical Experiences [PDF]
Fiscal indiscipline is a feature of many developed countries. It is generally accepted that the source of the phenomenon lies in the common pool problem, the fact that recipients of public spending to fail to fully internalize the costs that taxpayers ...

Low-voltage AC series arc fault detection based on Fisher-mutual information feature selection
The detection of multi-feature fusion is a crucial approach to address the issue of series arc fault detection. Effective feature selection plays a vital role in enhancing the accuracy of the classifier and reducing system complexity.

Matrix metalloproteinase‐9 (MMP9) drives ovarian cancer progression. Using MMP9‐null cells (M9‐KO) created from ovarian cancer cells, we found MMP9 loss did not block Epidermal Growth Factor (EGF)‐driven E‐cadherin dissolution or EMT but delayed and reduced EGF‐driven membrane protrusions. Transient MMP9 re‐expression drove membrane protrusion.

Sensing and Digital Control of Weld Pool in Pulsed MIG Welding [PDF]
A basic visual robot is proposed for sensing and controlling the weld pool shape. It has been difficult to observe the weld pool with a TV camera, since the arc light is too strong.

A novel methodology for investigating the through-thickness molten pool shape during remote laser beam welding [PDF]
Molten pool shape can retrieve information on thermal gradients and solidification rates which provide substantial process signatures on cracking and weld quality.

Many image-to-image translation tasks face an inherent problem of asymmetry in the domains, meaning that one of the domains is scarce—i.e., it contains significantly less available training data in comparison to the other domain.

Rapid screening of staphylokinase protein variants using an unpurified cell‐free expression system
An unpurified cell‐free protein synthesis (CFPS) platform enables rapid functional screening of staphylokinase variants. Direct plasminogen‐activation assays performed in microplate format provide real‐time activity readouts, allowing rapid identification and ranking of variants with improved or reduced fibrinolytic activity without protein ...

Systemic dysregulation of apolipoproteins in amyotrophic lateral sclerosis serum
Amyotrophic lateral sclerosis (ALS) is a fatal disease that damages motor neurons. This study found that people with ALS show significant changes in blood fats and the proteins that carry them. Several apolipoproteins were higher, lipid balances were altered, and normal protein–lipid relationships were disrupted.

Activation of the mitochondrial protein OXR1 increases pSyn129 αSynuclein aggregation by lowering ATP levels and altering mitochondrial membrane potential, particularly in response to MSA‐derived fibrils. In contrast, ablation of the ER protein EMC4 enhances autophagic flux and lysosomal clearance, broadly reducing α‐synuclein aggregates.

Optimising Selective Sampling for Bootstrapping Named Entity Recognition
Training a statistical named entity recognition system in a new domain requires costly manual annotation of large quantities of in-domain data. Active learning promises to reduce the annotation cost by selecting only highly informative data points.
