Electoral Quotas: Should the UK learn from the rest of the world?

open access: yesCommonwealth Journal of Local Governance, 2009
UK Prime Minister Gordon Brown would surely love his political legacy to include a significant contribution to constitutional reform. Certainly he inherited, on succeeding Tony Blair in 2007, a substantial agenda of unfinished constitutional business ...

Games and Sub-Games [PDF]

open access: yesProceedings of the American Mathematical Society, 1951
where B is a real matrix with m rows and n columns, x ranges over the set of row vectors with m components, all non-negative and adding up to one, y ranges over the corresponding set of n-component column vectors, and the pay-off, (xB, y), indicates the inner product of the two vectors xB and y.

Cost-Effective Approach to Reducing Collisions with Elk by Fencing Between Existing Highway Structures

open access: yesHuman-Wildlife Interactions, 2017
Collisions with large ungulates cause serious human and animal injuries and significant property damage. Therefore, wildlife crossing structures are increasingly included in new road construction to reduce wildlife–vehicle collisions, while still ...

Modelling of primary aerosols in the chemical transport model MOCAGE: development and evaluation of aerosol physical parameterizations [PDF]

open access: yesGeoscientific Model Development, 2015
This paper deals with recent improvements to the global chemical transport model of Météo-France MOCAGE (Modèle de Chimie Atmosphérique à Grande Echelle) that consists of updates to different aerosol parameterizations.

Assessing detection of New Zealand mudsnails at low densities in Arizona streams [PDF]

open access: yesAquatic Invasions
The New Zealand mudsnail (NZMS) is a small-bodied gastropod that has successfully invaded waters across multiple continents. This species has the ability to reach extremely high densities in streams and exclude other aquatic macroinvertebrates which ...

An experimental study of communication and coordination in noncooperative games [PDF]

open access: yes, 1998
This paper reports the results of an experiment designed to test the usefulness of alternative solution concepts to explain players' behavior in noncooperative games with preplay communication.

Comparing the ensemble and extended Kalman filters for in situ soil moisture assimilation with contrasting conditions [PDF]

open access: yesHydrology and Earth System Sciences, 2015
Two data assimilation (DA) methods are compared for their ability to produce an accurate soil moisture analysis using the Météo-France land surface model: (i) SEKF, a simplified extended Kalman filter, which uses a climatological ...

Coalition-proof equilibrium [PDF]

open access: yes, 1996
We characterize the agreements that the players of a noncooperative game may reach when they can communicate prior to play, but they cannot reach binding agreements: A coalition-proo[ equilibrium is a correlated strategy from which no coalition has an ...

From daily climatic scenarios to hourly atmospheric forcing fields to force Soil-Vegetation-Atmosphere transfer models

open access: yesFrontiers in Environmental Science, 2014
This paper presents a method to produce long term climatic forcing fields to force SVAT models in off-line mode. The objective is to increase the temporal frequency of existent climate projections databases from daily frequency to hourly time step to be ...

Reachability Games and Parity Games

open access: yes, 2022
Parity games are positionally determined. This is a fundamental and classical result. In 2010, Calude et al. showed a breakthrough result for finite parity games: the winning regions and their positional winning strategies can be computed in quasi-polynomial time. In the present paper we give a self-contained and detailed proofs for both results.
