This has been suggested to be, in man, a result of the importance of vitamin D synthesis which can be inhibited by darker skins in higher latitudes.

Intense pulsed light (IPL) systems are incoherent and have high irradiance light systems which despite not being considered as part of the laser family (given the non-collimated and non-coherent nature of their emission) have proved their efficacy in interacting with tissues and are still subject to careful and objective evaluation.
