Optimal PMU Placements Considering System Change

In this paper, a new method for optimal phasor measurement unit (PMU) placements is proposed when considering system change. In the method, PMU, zero injection buses (ZIBs) and flow measurements are all considered. When the system changes, there are unobservable buses and new PMUs are needed to guarantee the observability of the system.
