It analyses the meaning of debt relief, how creditors can gain from debt relief and the role of the official sector in debt relief. Debt relief may lead to no change, to a decline, or even to an increase in the actual repayments that are made.

Quantum theory of activated motion of dislocations in the Peierls relief

A quantum theory that takes dissipation into account is developed for activated nucleation of kinks at near-Peierls stresses. The quantum renormalization of the classical activation energy resulting from the contribution of all degrees of freedom of the discolation string is calculated.
