A maximum likelihood (ML) estimation algorithm is derived for carrier synchronization in OFDM systems with MPSK modulation. The algorithm derived is nondecision-aided (NDA) and maximizes the low SNR limit of the likelihood function averaged over the MPSK signal constellation.
