After pm, the failure characteristic of the system is different (worse) from that of correctively maintained system (viz. after a failure). Optimal policy which minimizes the mean cost-rate is discussed.

Optimum Policies for a System with Imperfect Maintenance
IEEE Transactions on Reliability, 1987This paper considers a system with imperfect maintenance, i.e., after maintenance the system may be either (a) not changed, or (b) failed, with certain probabilities. Formulas for the MTTF and the availability are obtained and the policy to maximize availability is derived. A numerical example applies these results to a triple redundant system.
