کارکنان دولت با نرخ 8/3 درصد در سالهای 67 تا 76 رشد داشته است. جمعیت این گروه تا 10 سال آینده به 3400000 نفر و تا 25 سال آینده به 5900000 نفر خواهد رسید. سطح تحصیلات کارکنان دولت در ده سال اخیر افزایش یافته است. هزینه های اساسی واقعی خانوارها و درآمد واقعی کارکنان دولت روند نزولی داشته است.
